Windmill Works publishes products envisioned from the creative mind of Billie Kelpin, a former teacher of the deaf, sign language interpreter, software content editor, inventor, and writer. The most recent computer game, IQ Solitaire is an extension of the card game "Presidential Solitaire" that was developed by Billie in 1990. The software games geared to the deaf and hard of hearing population were developed from Billie's work through the years in the classroom with students of all ages. The trivia games were an expansion of the educational programs to the mainstream market.
