January 1999 CPSC, Elegant Headwear Co. Announce Recall to Repair Infant and Toddler Hats In cooperation with the U.S. Consumer Product Safety Commission (CPSC), Elegant Headwear Co., of Elizabeth, N.J., is notifying consumers that 150,000 infant and toddler hats need to be repaired. The hats have a one-piece chin strap. These one-piece chin straps can lead to strangulation if they get caught on playground equipment, riding toys or other catch points. CPSC Obtains Record Penalty Against Shelton Wholesale for Importing Illegal Fireworks The U.S. Consumer Product Safety Commission (CPSC) announced today that a federal court fined Shelton Wholesale Inc., of Eagleton, Mo., $100,000 for importing fireworks that violated CPSC regulations. This is the highest penalty ever paid by a fireworks company for CPSC violations. In a companion case, the court also rejected challenges by Shelton and the National Fireworks Association, an industry group, to CPSC's authority over fireworks and the validity of its regulations. CPSC Staff Recommends Use of Helmets for Skiers, Snowboarders to Prevent Head Injuries The U.S. Consumer Product Safety Commission (CPSC) staff is recommending skiers and snowboarders wear helmets to help prevent head injuries from falls and collisions. In a study released today (pdf format), the CPSC staff concluded that helmet use by skiers and snowboarders could prevent or reduce the severity of 44 percent of head injuries to adults, and 53 percent of head injuries to children under the age of 15. The proportion of skiing and snowboarding head injuries is higher in children than in any other age group. December 1998 CPSC, BRK Announce Recall of First Alert True Fit Safety Gates In cooperation with the U.S. Consumer Product Safety Commission (CPSC), BRK Brands Inc., of Aurora, Ill., is voluntarily recalling about 36,800 safety gates sold under the First Alert True Fit brand name. Plastic parts of the gate can break off into small pieces, creating a potential choking hazard to young children. In some cases, when parts break off, the gate will no longer be secure.
CPSC Announces Holiday Toy Safety Round-Up The U.S. Consumer Product Safety Commission (CPSC) is conducting a holiday toy safety round-up to get hazardous toys out of people's homes before the holidays. Despite recall notices and public warnings, CPSC has found that many products with the potential to seriously injure or kill are still being used by consumers. Some examples of recalled toys that might be in consumers' homes include: "Soft Walkin' Wheels" toy vehicle with serial numbers lower than 9528 or no serial number at all (1,000,000 toys) by Tonka with a small wheel hub that can be a choking hazard. "Big Storage Chest" toy chest (350,000 chests) by Step 2 Company with a lid that can fall, causing strangulation or suffocation. "Flying Dolls" spinning toy (670,000 dolls) by Tara Toy with plastic wings that can fly off and cause eye injury. "Power Wheels" battery-powered ride-on vehicles sold before October 22, 1998 (10,000,000 cars) by Fisher-Price with electrical wiring, connectors, and fuses that can cause a fire. "We urge people to get this list, and get the recalled toys out of your home before the new ones arrive for the holidays," said Brown.
CPSC, Summer Infant Products Inc. Announce Recall of Crib Rail Toys In cooperation with the U.S. Consumer Product Safety Commission (CPSC), Summer Infant Products Inc., of Cumberland, R.I., is recalling about 5,000 Garden Play Yard Pals crib and play yard rail toys. The plastic flower toy stem on this toy can break when bent, creating a sharp edge hazard for young children, and possibly causing cuts or puncture injuries. CPSC, Toy Manufacturers Announce Recall to Replace Toy Basketball Nets In cooperation with the U.S. Consumer Product Safety Commission (CPSC), Ohio Art, Little Tikes, Today's Kids and Fisher-Price are announcing a voluntary recall to replace the nets on 10.1 million toy basketball sets. Children could strangle on loops or openings in the nets that come unhooked from the rim, or have knots that slide. If children put their heads into these openings, the net can get tangled around their necks. CPSC, L.L. Bean Inc. Announces Recall of Backpack Child Carriers In cooperation with the U.S. Consumer Product Safety Commission (CPSC), L.L. Bean Inc., of Freeport, Maine, is recalling about 10,000 backpack child carriers, model number AC25. Small children can become entangled in the carrier's harness,which poses a strangulation risk. Also, small children can work their way out of the harness and fall through a leg opening or topple out of the top of the carrier, which can cause head and body injuries. Small World Toys Inc. to Pay $225,000 Civil Penalty for Allegedly Importing and Selling Toys That Did Not Meet Safety Standards The U.S. Consumer Product Safety Commission (CPSC) announced today that Small World Toys Inc. of Culver City, Calif., has agreed to pay a civil penalty of $225,000 for allegedly importing and selling toys that did not meet federal safety standards. This civil penalty settles allegations that Small World failed to test toys for small parts and to report to the Commission toys that failed the small parts test as required by a Consent Decree of Permanent Injunction filed in U.S. District Court in Los Angeles on July 31, 1986. The penalty also settles allegations that Small World imported and distributed for sale toys, rattles and art materials that violated the Federal Hazardous Substances Act and the Labeling of Hazardous Art Materials Act, and that Small World exported violative toys in violation of notification requirements of the Federal Hazardous Substances Act. CPSC, IRIS U.S.A. Announce Recall of Plastic Toy Storage Chests In cooperation with the U.S. Consumer Product Safety Commission (CPSC), IRIS U.S.A. Inc., of Pleasant Prairie, Wis., is recalling about 100,000 plastic chests. These chests, that were originally marketed for the storage of toys, lack a lid-support device, do not have adequate ventilation when the lid is closed and have latches that secure the lids. Children could be entrapped and suffocate inside the chests. CPSC Releases Study on Phthalates in Teethers, Rattles and Other Children's Products The U.S. Consumer Product Safety Commission (CPSC) today released the results of a study of a chemical, diisononyl phthalate (DINP) used to soften some plastic toys and children's products. The study concludes that few if any children are at risk from the chemical because the amount that they ingest does not reach a level that would be harmful. Generally, the amount ingested does not even come close to a harmful level. Therefore, the Commission staff is not recommending a ban on these products.
November 1998 CPSC Warns About Flammable Loose-Fitting Garments Used As Children's Sleepwear The U.S. Consumer Product Safety Commission (CPSC) warns people not to put children to sleep in loose-fitting T-shirts or other over-size clothes made from cotton or cotton blends. These garments can catch fire easily and are associated with 200 to 300 emergency room-treated burn injuries to children annually. Loose-fitting clothing stands away from the body, making contact with an ignition source more likely. Loose-fitting, non-flame-resistant clothing allows an air space next to the body that helps keep the fire burning, possibly injuring children. CPSC, Firms Announce Recalls of Entertainment Units, Soldering Irons Two product safety recalls were conducted by firms in cooperation with the CPSC. AIG Designs Holding Inc., of Alpharetta, Ga., is recalling about 1,200 entertainment units. The light fixture in these units can have exposed wiring, which could cause a fire or cause serious shock or electrocution. Custom Accessories Inc. of Niles, Ill., is recalling about 20,000 Electro-Tek soldering irons. The internal connections in the soldering iron are not insulated, presenting a shock and electrocution hazard. Kolcraft, Playskool Double Reward for Return of Recalled Portable Cribs In cooperation with the U.S. Consumer Product Safety Commission (CPSC), Kolcraft Enterprises Inc. and Playskool are offering a $120 Child Saver Reward for the return of each Playskool Travel-Lite portable crib. These cribs were recalled in 1993, yet two children died in the cribs this summer, a New Jersey infant and a Chicago toddler. CPSC, Firms Announce Recalls of Bedside Cradles and "Henry" Gym Sets Two product safety recalls were conducted by firms in cooperation with the CPSC. W.C. Redmon Co., of Peru, Ind., is recalling about 1,800 "Cuddle Me Close" bedside cradles for repair. The legs on the cradles can become loose and can separate, causing the cradle to tip. Menard Inc. of Eau Claire, Wis., is recalling about 8,000 "Henry" Gym Sets, model #68. It includes two swings and a glider. If assembled incorrectly, the glider support tube on these gym sets could bend or break, causing the riders to fall or be thrown from the glider. CPSC, Manufacturers Announce Recall of Wooden Bunk Beds In cooperation with the U.S. Consumer Product Safety Commission (CPSC), five bunk bed manufacturers are recalling more than 37,000 wooden bunk beds. The beds have spaces on the top bunk that present potential entrapment and strangulation hazards to young children. The spaces can be large enough for a child's body to pass through, but small enough to entrap a child's head.
