Pennsylvania School Phone Ban Signed, Schools Sue Social Apps, Canada Recalls: Parenting News

Act 117 makes PA schools phone-free by fall 2027; Health Canada recalls solvent balloon kits

By TDmonthly Staff
October 2026

Pennsylvania's governor signed a law on Oct. 26 that will make every school in the state phone-free from first bell to dismissal by fall 2027, more schools have filed federal suits against Meta, TikTok, Snap and YouTube, and Health Canada recalled solvent-based "balloon blowing" toy kits sold online plus a child bike seat. Lawsuits are allegations, not findings; here is what each official document says as of Oct. 26, 2026.

1. Pennsylvania Bell-to-Bell School Phone Ban Becomes Law (Act 117 of 2026)

Gov. Josh Shapiro approved Senate Bill 1014 on Oct. 26, 2026, at Lenape Middle School in Doylestown, and the General Assembly's bill page now lists it as Act No. 117 of 2026. The Senate's final vote was 47-3 on Oct. 21.

What the law requires (final text, Printer's No. 1697):

Why it matters for gift shoppers: under this definition, a cellular smartwatch passes only with Wi-Fi and data turned off, so check how a watch can be locked down before buying one for a Pennsylvania student.

2. More School Districts Sue Meta, TikTok, Snap and YouTube Over Social Media Design

School districts and schools filed a new wave of federal product-liability suits against Meta (including Facebook and Instagram), ByteDance and TikTok, Snap and Google's YouTube in the U.S. District Court for the Northern District of California in late October, including at least two on Oct. 23. One example, Wahkiakum School District v. Meta Platforms, Inc. et al. (No. 4:26-cv-12421), was filed Oct. 23, names 16 company entities, is classed as a personal-injury product-liability case with a jury demand, and is assigned to Judge Yvonne Gonzalez Rogers. Miccosukee Indian School v. Meta Platforms, Inc. et al. (No. 4:26-cv-12435) was filed the same day.

Judge Gonzalez Rogers oversees the federal social media adolescent addiction litigation (MDL No. 3047). So far the two dockets show only the complaints, proposed summonses and, in Wahkiakum, the judge assignment; the companies have not responded on these dockets, and every claim is an allegation.

3. Canada Recalls Solvent Balloon-Blowing Toy Kits Sold Online and a Hamax Child Bike Seat

Health Canada posted three children's product recalls on Oct. 26, 2026. These are Canadian recalls; no matching U.S. recall had been posted by the CPSC as of Oct. 26. Recalled products are never linked or recommended here.

Recalled Plastic Balloons balloon blowing kit tube

Plastic Balloons balloon blowing kit (RA-82853): packs of 12 tubes with straws sold on Amazon.ca. Importer Solutions Exfal Inc. (Chics-Chocs Distribution) reported 17 units sold in Canada from August to October 2026.

Recalled Magic Balloon balloon blowing kits in various colors

Magic Balloon balloon blowing kits (RA-82847): four colors, sold in packs of 1, 5, 10 and 30 on the Shein Canada website; tubes and straws are about 3 inches long. SHEIN Canada reported 8 units sold from June to October 2026.

Hazard: Health Canada says children's balloon blowing kits that contain solvents are banned in Canada because blowing the balloons exposes a child to the solvent vapors. It says extended blowing may cause early symptoms of central nervous system depression, including euphoria, hallucinations, dizziness and poor coordination, and prolonged exposure can lead to muscle twitching, unconsciousness and coma. No incidents or injuries were reported in Canada. Remedy: stop using the kits and dispose of them under municipal hazardous-waste guidelines.

Recalled Hamax Buddy child bicycle seat

Hamax Buddy child bike seat (RA-82849): a rear child seat for bikes without a luggage rack, reference numbers 4091054 and 8591602. The harness-strap label can come off, a choking hazard if a child puts it in their mouth. 3,218 units were sold in Canada from January 2022 to August 2026; no incidents were reported. Remedy: stop using the seat and cut the textile label completely off the harness strap; after that, Health Canada says the seat can be used as intended. Contact Decathlon Canada at 1-844-533-3322.
